Description: American Samoa's GDP over the last 20 years shows a flatline to negative real growth, with further economic decline projected over the next 10 years. This White Paper provides a solution around how to increase American Samoa's GDP, reverse the economic downslide by focusing on the digital economy initiative, an area that can generate over 5,000 new jobs over the course of 8-10 years plus investment in two key tourism initiatives that will further sustain the economy long-term.

2. CASE FOR TECHNOLOGY INNOVATION PARK AMERICAN SAMOA (April 2021)

Description: To grow American Samoa's economy, a refocus and realignment is required by ASG, starting with investing and building of a Technology Innovation Park on 35 acres in Tafuna to enable the development of the digital economy that ultimately will generate over 5,000 new jobs within 8-10 years, and change the entire landscape of American Samoa from a manufacturing/Tuna packing economy to a knowledge-based digital economy. This White Paper lays out steps on reaching this goal, starting with a buildout of infrastructure, funding, and schedules that will start initial hiring of 500 new jobs in late 2023/early 2024, with further hirings of close to 1,000 people each following year.

3. CASE FOR ASG TECHNOLOGY INNOVATION OFFICE (APRIL 2021)

Description: Case for establishing a Technology Innovation Office in ASG (American Samoa Government) to drive Government digital services. The office will consist of CTO, CIO and CISO roles, operating separately but jointly prioritizing each area goals and objectives to achieve full Government digital services by end of 2024. The White Paper discusses "why" this structure is best in achieving targeted goals quickly while at the same time, allow for mentoring and transition of American Samoan's into these formal roles as they gain further experience from industry experts who have been there, done that or continue to function in same roles for Fortune 500 companies.
